Thats a good question, and one that I dont have any logical answer to. Same deal as why its okay for some people to drop the n-word, and not others.

The agenda....
Take the minority populations or those who feel like they don't have a voice, unite them all under one big tent, and turn them on those who are in the majority and place a wedge in between them and the minority, and identify the majority as the hateful and evil. Do this through the entertainment industry, the media, and even education which you control so as to have maximum effect. Demonize them and silence their voice at will.
Take a sprinkling of truth and claim you want to end the hatred and division, of which any decent human would want to buy into. Power is established in voters who feel you have their back, and have identified why they aren't getting ahead, so they vote for you without even pausing to think about it.
One thing though.... You can't REALLY end racism, hatred, or resentment or you will lose control over the minorities when their condition is improved. Quite to the contrary actually, you keep it alive and well so you can maintain control and power. The hatred and resentment MUST CONTINUE, or all is lost. The shackles must never be removed, or they will leave the plantation and realize that they are indeed free, and don't really need you.
