i mean maybe not an app, but websites based around this have been around since aim chat rooms hit

Here's the Facebook page. You can't even find it via search any more. The comments pretty much speak for themselves. 0% chance the Apple or Google stores will allow it. Founders are counts who clearly didn't think this thing through.
I'm most curious as to who the idiot VCs were that thought this could ever be monetized. The legal implications alone of launching such an app are hysterical to think about.
