Are river stages directly related to elevation?

If I'm at 30 feet elevation am I protected until a nearby river rises above 30 feet?

I don't think so. For example, certain areas of Natchez are 200' above sea level, while the river stages are in the 30s typically. Maybe I'm wrong though.
