I have friends dealing with a similar situation. Birth mom has already signed over rights. They've had the baby with them and are temporary legal guardians since beginning of December and are just waiting for court to finalize adoption. But...there apparently could be a couple men who are biological fathers(each one has to be legally served or attempted to be notified). So they are basically anxiously waiting for time to run out for any of these men to say they want to fight the adoption.
They also said the interviews and home inspections are all very emotionally stressful processes. They understand the need for it, but they basically research everything about your life and you just better hope you have no skeletons in your closet that they can find and use against you.
As for the news story, I've seen a bunch of stuff posted on my fb recently about how common infertility is(1 in 8 couples struggles with this). Maybe the news story is just one to raise more awareness to this and promote adoption at the same time.

they could have saved about 25k and had their own baby if they did in vitro overseas.

In vitro isn't always a guaranteed thing and isn't 100% without risks. Some couples may not want to go through all that.

My wife and I are doing IVF at the end of the month. All of the hormones/drugs have been hell on my wife, I will feel terrible for her if this doesn't work.

There is no direct link, but there are quite a number of people who believe it is. As someone that has gone through it - it may be that I want to blame something.
100% agree with this. It's ridiculous how many girls I know with PCOS including my wife and they were all on that shite. It may not have been the medicine itself but probably forcing them to all be on birth control along with it
