Its preseason. Maybe they are trying different schemes to see what works and what doesn't. They have preseason games for that reason alone. Also the starters are not playing. If this was regular season, your concern would be more valid.

Also it seems as though Houston was still playing their first team offense well into the second quarter after the second string defense came into the game.
