Does the draft start at 7ET or just the coverage?

I'm sure they will be covering the draft until it starts but I think 7 ET is when Philly is on the clock

just to make sure there's no confusion...

the Wizards will be drafting for the Pelicans at 52... Washington will be on the clock and the deputy commish will announce the player as a Wizards selection

ETA: so long as we don't trade the selection beforehand

It's changed on nbatv. I don't believe that is true. No reason trade couldn't be completed.
