We need shooters and he's a pretty damn good one. I think its a no brainer, but not sure of the logistics of making it happen.

No, once you've traded a player you can't sign them for a year.

Not possible. Its been announced they are waiving Matt Barnes last I heard anyway.

So, they waive Barnes and we sign him and Lance Stephenson.

So if the Kings buy him out now, does that mean his contract ends this season meaning we can resign him July 1st? The intent of the rule was to prevent teams from trading a player and resigning him during the same season.
