Assuming Ryno, Evans, EG, Jrue are all back next year and AD's and Rivers' team options are picked up: the total number is $53,702,934 - the current salary cap for the '13-14 season was $58,679,000.

I don't have a list, sugar britches. I do think that there will be teams that will be itching to acquire just that one piece to put them over the top and that may be willing to give up too much. Happens most every year. Why do you think this roster is so locked up? Haven't you seen some of the moves made in the last few years?

the idea of tanking for the lottery isn't just to increase your chances for the #1 pick, but to guarantee yourself the best pick possible if you're not called for the #1 or #2 or #3 pick
you play hard for the first half of the season to see where you are, then you begin the soft tank if you're not going anywhere. this is where the pels are and guys just won't rush back if they're hurt, etc.
the last few games, if you're in position, THEN you do the hard tank, culminating in signing Mark Madsen to chuck 3's in the last game of the season, even if he hasn't played in years

I can argue that the #5 picked player is as valuable as the #1 this year. There is no clear-cut #1 player. Hence teams won't compete for the worst record, just close to it.

but you still have to lose as many games as possible for it to happen...

But you have options in a talented-deep draft.
Like I said earlier, if Lebron James was in this draft, EVERYONE near the bottom would tank AS HARD AS POSSIBLE. But because you can still grab Embiid, Parker, Exum, Smart, Wiggins, Randle with any of the top 6 picks, teams may be hesitant to go "full-blown tank mode"

I'll half agree with you on your talent evaluation. I'd rather get the pick and trade it( must dump Gordon's contract in the scenario) for another "superstar" i.e. Kevin Love or DeMarcus Cousins.
