I could write a thesis on "obscure hair bands" that were excellent either for their musicianship or songwriting.

Relative to all the other bands listed here for sure. Both Roxx Gang and Stone Fury had debut albums on a major label. In the general scheme not that obscure.

Echo and the Bunnymen and Jesus and Mary Chain are not hair metal bands. Sure, they have funny hair, but they’re not considered hair metal.
