It's foolish to attempt overrating bands like The Beatles, Pink Floyd, Stones, Zeppelin, Eagles, etc...whatever you think of them, they all still have a large group of followers decades after forming.
To me, "overrated" would be a band who, if you knew nothing of their history, but trusted the amount of attention they've gotten since their inception, you'd have thought they were a hugely successful act. Bands like The Ramones or Motorhead probably meet that criteria. I like both bands, and if the media laid off of them, they'd probably be considered underrated....but as much ink they've gotten over the years, the masses still didn't gravitate towards them for whatever reasons....

What media do you think is giving too much attention to Motorhead and the Ramones? They always had huge cult followings despite no radio play or media coverage. They always drew crowds for concerts at medium sized venues despite no local radio stations even mentioning their tour dates (talking pre-internet). It's only in the last couple years you started seeing popular references to Lemmy, especially with that one stupid commercial.
When I think of "overrated," I think of slobbering fans who act like the band/artist redefined music for all time. Nirvana is right up there. Without Cobain's death bounce, they would have faded away into Gen Xer's box of old CD's.

I'm not knocking either band, but there was a time when the coverage of both acts exceeded their "actual" success. Hence my comment that they could've just as easily been considered underrated, had the media not drooled over them so much.
You might be right about Nirvana, but at the end of the day, we'll never know for sure. As for The Beatles, Stones, Zeppelin, Eagles, etc, we can say what we want about 'em, but enough people still give a damn about them after all these years, so they must've done something right. I can't stand Madonna, but she's still a pretty big deal after all this time, and she could've just as easily faded away if enough people were sick of her...so even though I'm not a fan, I can accept that's a "me" problem.
OK, let me take another stab, and this oughta get a hailstorm of downvotes, lol....but I'll throw Guns N Roses into the mix. One great album (Appetite), one OK but throwaway album (Lies), a pair of bloated albums (Illusion I & II), a throwaway covers album, and an album few people GAF about (Chinese Democracy), yet here they are touring stadiums in 2016-17. While I think they're an OK band overall, few bands have gotten more mileage with so little IMO...is that better? LOL

I dunno, I tend to think of the "underrated" bands as the bands whose success were mostly driven on a grassroots level, and perhaps the media glommed on their coattails after the fact... but it's not an exact science...

But if they have decades of staying power, as opposed to being a flash in the pan, maybe that's your problem & my problem if we don't connect with them? Perhaps there's "quality" there after all, and we just don't "get" it? I mean, it ultimately doesn't matter either way to me, I have plenty of unheard-of bands in my collection, as well as heavy hitters, it's all good...

And the only reason they've stayed around this long. I admit, they're my favorite, and have been for a long time. What started out as me going to concerts in high school and the crowd was 90% college people, to when I go now and 90% of the crowd is old farts like me. They're not really a rock band, they're not really a jam band, they just have influences from both along with other genres. Plus they write most everything they play, dealt with the death of an original member and a decade later are still together.
If you looked at their radio hits in the mid-90s you might think they were another short lived band, but they really shine in live performances.
