Cap is stronger, faster, and more durable that Bats. I got to go with Cap. Batman's only chance would be to have a rocket launcher in his utility belt, because his batarangs ain't doing nothing to Cap but ticking him off.

He's got exploding and electrocuting Batarangs, which I think would be pretty effective against him. It all depends on the environment. In a dark city, Batman destroys him. An open battlefield, I think Batman is killed. Plus Batman likely has other things in his arsenal to take him down.

I feel like there's been several, multiple page threads about this kind of scenario lately. 
Oh, and what version of each character are we talking? Is this the real Batman or the shitty version that for some reason was able to defeat every super hero that ever lived. Also, do they know each other ahead of time? Which version of Captain America are we talking, obscure Omega level powers Captain America or the Captain America that everybody is familiar with? And what reference source will we be using for determining each ones ability?
