This seems obvious but the guy in that mask from the pictures looks like Audrey's drawings.

You do see three. But if you watch carefully, the person on the far right materializes out of thin air.
This leads me to believe that it's actually just Rust, and the camera is doing a kind of montage shot which is triple-exposed--a common trick if you are trying to create the impression of a long period of time elapsing over a short film interval. They show it in the preview with three to throw viewers off.

I'm not saying Rust is the killer bc I don't want this to be true, but I know of one character on the show who has showed us that he has scars & this would be Rust. He took 3 shots to the torso & was left for dead during the iron crusaders raid while he was undercover. Do we know for sure when the scars are talked about that they are referring to facial scars?

My theories:
Lawnmower man is the killer, and he is the muscle for Tuttle's pedo ring
Tuttle is the leader of a child molestation ring involving very influential men (sort of like what was speculated on during the Sandusky case). Marty's father in law is involved and he got his grand daughter involved as well. The grand parents looked after the girls when Marty and his wife were working nights and the FIL brought the little girl to "church" with him
The Governor knew about his brother's crimes but suppressed it to save himself embarrassment to his family name and political career. the Gov was not directly involved in the Pedo Ring but he is guilty of pushing LSP in covering it up.
All of the Yellow King cult stuff is a false front maintained by the Lawnmower man to provide cover for the child molestation ring. Tuttle isnt a cult leader, he is an organized pedophile using a cult to pull in people/kids to the "church"
when the kids get too old or cause a problem they are sacrificed by the lawn mower man and occasionally he uses a sacrifice to send a public message (Dora, the 2012 murder) to someone in authority to let them know they are still out there
Rust spent the last 10 years (2002-2012) gathering evidence, figuring out who was involved and Rust killed Tuttle in 2010, to end the ring. Rust started showing up in the pictures and around the crime scene to let those in LSP that were part of the cover up know that he is still working the case.
When Rust broke in to Tuttle's house, he found the tape with Marty's daughter on it being molested.
The murder in 2012 by the lawnmower man was to tell Rust that he is still out there, working and killing kids. The series will end with Rust and Marty figuring out the lawnmower man is the missing piece to the puzzle and Marty killing him in vengeance for his daughter, closing the case

Why didn't Rust show his boss pictures from the school and Dora Lange scene in 2002? Wouldn't that make him look more sensible?
Maybe at that point he realized that cops might be on it to, but he does present the theory to his boss.

The only problem with that theory is that we know there's going to be some kind of major twist at the end of episode 7.
