I think people are more excited about the creator behind the show than the subject matter of the show. David Simon's track record speaks for itself. If there's anyone that can make a post-Katrina story work on screen, it's him.

It's a TEASER trailer. It's just supposed to tease you and leave you wanting to see more of it. Chris Nolan's teaser for Inception was perfect at doing just that.
