It's actually Morgan. He killed the governor and was wearing his face-skin. He talked about it before, people wearing other people's faces etc.

Not a fan of governor story, hope its better this season.
Last season, He started out as this capable leader who built a safe haven and successfully ambushed an army unit. but in the end episodes, his forces are repelled at the prison by carol in a tower and Maggie hiding behind a table on the upper crosswalk. Then he gets mad and kills All his people.

I think that's why Gimple approached this season by having stand alone governor episodes.
He probably realized last season that they weren't giving the governor his due.
So he decided to focus two episodes on the governor's character.

I really hope the governor story line is better this time. Oh and by the way, I bet the prison smells like shite on shite at the moment.
