It wasn't nearly as bad as people say it is. It was marketed horribly but it wasn't a terrible movie.
I don't think that people understood that it was based on the Edgar Rice Burroughs book series.

Underrated essentially means to rate too low. This doesn't have anything to do with how much money the film made.
Other examples, Jersey Girl, Warcraft, Chronicles of Narnia: The Lion Witch and the Wardrobe, X-Men Apocalypse,
