Mads Mikkelsen in The Hunt
Emmanuelle Riva and Jean-Louis Trintignant in Amour
Ryan Gosling in Lars and the Real Girl
Michael Fassbender in Shame
JK Simmons in Whiplash
Michael Shannon in Take Shelter
Id add those in with what has been mentioned
Mads, DDL, and PSH would be my top 3.

No clue what idiots would downvote you, but his performance in the Wrestler was beyond incredible. I wouldn't say for sure it's the best in the past 20 years, but I do believe it's one of the better acting performances I've seen in a while. It's a complete fact.
Also I can't decide what's more upsetting, him not winning an Oscar for that terrific performance, or him losing to fricking Sean Penn in fricking Milk. I like Sean Penn as an actor, but he there's no way he should have won. Milk wasn't even a good movie either.

shite, Daniel Day-Lewis as anyone says hi. Also Heath Ledger as the Joker. Rourke was pretty awesome though. Definitely a top 5 performance over the last 20 years

Good post. I do agree with these suggestions. Throw in JK Simmons in Whiplash too. He was freaking amazing in that movie.

I'll give you this, I can't think of a better casting job than him or Marissa. They were both astonishingly, even uncomfortably believable in their roles.
But there's just too many great performances in that time frame. Beautiful mind, or pick one from Crowe's catalogue, more recently Redmayne as Hawking, etc. etc.

I'd definitely put up it there. It's my favorite acting performance of all time.(With Val Kilmer as Jim Morrison in a close second) You really thought you were watching a "Wrestling With Shadows" or "Beyond The Mat" type documentary about a wrestler named Randy the Ram.
FYI for anyone who enjoys those kind of documentaries, "Pick Your Poison: The Jake The Snake Roberts Story." is awesome.

eath Ledger as the Joker
While I love this role, I feel like it's gotten to the point that's blown up bigger than it really was. I don't want to say it's overrated because that's not the right word at all, but if Ledger was still around today, I don't feel like the people would be talking about this performance like they are and, in my opinion, The Joker character himself wouldn't be as popularized as it is now outside of the comic book fan realm.

A lot of that documentary feel is the way Aronofsky shoots.

His performance is definitely in the top tier of the last 20 years. Hard to pick just 1.
Off the top of my head some others in that tier would be:
DDL in There Will Be Blood
PSH in Capote
Javier Bardem in No Country
Russell Crowe in A Beautiful Mind
Ellen Burstyn in Reqiuem
Ledger as the Joker

Since no one is specifying movies I would like to add in
David Tennant as the Purple man in Jessica Jones was pretty fricking epic

It's up there. Not sure if I'm going to explain this in a way that makes sense but I think there's something to be said for Rourke not just creating a character but creating an authentic character. DDL is my favorite actor and Plainview maybe my favorite character, Ledger's Joker is obviously impressive, but those characters were completely created from scratch and weren't comparable to anything. Rourke had to both create a character and make that character hold up to real life counterparts. Hell even his performance behind that meat counter was incredible. I'm not saying it's the best of the last 20 years it shouldn't be easily dismissed.

In that first clip, Ayatolla missed a great opportunity for heat by not attacking him during that promo.
