I'll tell you what is really bad. As a kid, I rented Leonard Part 6 when it came out on video. How bad is it? Bill Cosby basically disowned and panned the film (and he's the star of the film) before its release. It also earned several Razzies including worst picture.

As of recent, Independence Day: Resurgence has been making a lot of noise for worst film in quite some time.

Does Howard the Duck have flaws? Undoubtedly. It's quite disjointed and the characters aren't the most fleshed out.

Is Howard the Duck the worst movie of all time? Hell no.

Let me just throw some names out to jog memories of some truly awful films:
Theodore Rex
Baby Geniuses
Gigli
The Pumaman (actual version; not the MST3K version)
Dracula 3000
Son of the Mask

I think the true worst movie of all time has to meet a few factors.

- It can't be low budget. A low budget automatically lowers expectations.
- It can't be an independent. See budget, and also promotion.
- It can't be self-aware. It has to be a movie that intended to be a specific genre, and failed miserably.
- It has to have failed at the box office.
- It has to have been critically panned.
- It can't be so bad that it's funny and achieves a cult following, i.e. The Room or Troll 2

Yeah, I agree with these qualifications, although I am questioning this one. It could be a big franchise with an already builtin fanbase that is going to make tons of money regardless of how bad it is. Like for instance Ghostbusters 2016 and The Last Airbender made back their budgets (not marketing though), and I'd put those up for some consideration regardless.

But The Room (I am not being sarcastic in the slightest here) should be preserved in the Library of Congress due to how gloriously awful it is and it carefully shows everything you're supposed to not do in a movie.
