Greatest non-fictional villain in film?

Is the obvious answer Amon Goeth from "Schindler's List" or do you have someone else in mind?

I can't think of anyone better than Amon Goeth.

Not really a villain, but Herbert Sobel from Band of Brothers.

Yeah, Amon Goeth is much worse than Hitler in every sense of the word. Sure Hitler is responsible for all of this, but it's not as if Hitler was directly offing people in the same way Goeth was. All you see in the film, Goeth actually did, like murdering 25 people for one guy who tried to escape and leaving that guy alive to clean up his mess. Amon Goeth is without question the greatest non-fictional villain.

However, on a related note - the cat that played Hitler (Bruno Ganz) in Downfall was 100%, on the spot, money. Chilling. He's my close second to Fiennes' Goeth.

The Last King of Scotland - Idi Amin, responsible for over 300,000 death.

Those are despots.

Richard Kuklinski from The Iceman was pretty bad too.

What does Greatest Villain mean, performance or portrayal of a nonfictional antagonist?

How about Kind Edward the Longshanks from Braveheart?

Augustin Bizimungu was portrayed in Hotel Rwanda. Not that the actor's performance of him was particularly captivating, but Bizimungu was the general of the Rwandan forces that carried out the genocide of 800,000 people.
