I think he's referring to the Jaime/Qyburn scene. Jaime wanted to be conscious during the procedure so that he could make sure Qyburn wouldn't amputate the whole forearm.

It's not just that scene. Everyone who is offered it refuses. There might be a couple of exceptions, but I don't remember them.

Its addictive, and can easily sedate, but Jaime wanted to be alive to make sure Qyburn didn't amputate his arm.

They did. Some do, some don't. Tywin in Season 3 also tells them to give it to Joffrey when he tries to refuse being sent to bed after they found out about the Red Wedding.

As said, it's a sedative. It's just different on a case by case basis depending on the situation and at times who's offering to administer it.

I'm a little bit behind on the Rains of Castemere, Tyrion just had to cloak Sansa. What a sad wedding. I can't wait to see what Joffrey's wedding looks like.

I remember reading the Hodor thread last year, and you were getting depressed over Tyrion and Sansa's wedding, saying it was the worst and saddest wedding ever. Had to laugh knowing what wedding was up next.
