Because Oliver and felicity are terrible together and that pretty much ruined the 2nd half of the season. And since they wasted so much time on that, they left out way too much character development to make Ra's a believable villain.

Meh. I don't think they're that bad together. Better her than Laurel. I fricking hate Laurel.

They are awful together. They turned Felicity into one of the worst characters on the show because of it. Felicity is at her best when she is adding quirky and unintentional humor to the show. They should have kept her with Ray, where should could do that perfectly.
Instead, we now have to hear her whining for 5 minutes every episode about how she disapproves of whatever it is that Ollie is doing.

And honestly, Laurel really isn't that bad. They brought her to rock bottom so they could build her back up and have her redemption in season 3, but completely fricked that up with the Oliver/Felicity thing.
