Why would Goggins be a surprise or even considered a cameo?
Because in 5 seasons Goggins never once appeared in Sons of Anarchy and out of nowhere he shows up as a tranny?
Sure, it's not surprising in the sense that he was on other FX series but it was still an interesting choice of actor for the roll when some other less familiar actor would have done fine.

Some of these make me wonder if we truly know what defines a cameo

Ryan Reynolds in Ted. I had checked the cast for Ted and had missed him so it was a surprise.

Neil Patrick Harris in Harold and kumar.. It was so fricking good they included him in the sequels
I can't decide if I prefer the random cameo playing themswlves or some odd character out of nowhere

Robert Duvall in Jack Reacher was unexpected.
And as stated earlier, Matt Damon in Eurotrip. Scotty doesn't know is still a classic!

No cameo ever has made someone more known to a younger audience who didn't know who he was. That cameo made him so popular amongst young people who had otherwise never heard of him.

Francis Ford Coppola directed Apocalypse Now and makes a cameo.
Martin Scorsese made a few cameos in his movies as well.
He's actually a pretty good actor:
- Taxi Driver
- Quiz Show

Per your link:
"Short appearances by celebrities, film directors, politicians, athletes or musicians are common."
"typically unnamed or appearing as him- or herself."
