Given The Dark Knight Returns animated film was R rated enough, another R rated Batman film isn't all that surprising at this point.

This rating doesn't exist anymore. It was replaced with the NC-17 in 1990.

Both parts of The Dark Knight Returns were rated PG-13.

I have really enjoyed the newer Justice League & Batman movies. Justice League: War, Justice League: Flashpoint, Batman vs. Robin, and Batman: Assault on Arkham were all top notch imo.
Say what you will about the perception of DC's abilities at producing live action movies, but their animated movies are all top notch.
