I think RDJ is a good enough actor and have no issues with his work.
Overrated to me would be someone who gets critical acclaim and award nominations that just doesn't do it for me.
And that person is Kevin Costner

The only answer I can think of is Nic Cage, and that's stretching. The man is an Oscar winning actor, but in almost all of his movies it seems like he can't act his way out of a paper bag.
RDJ is a very good actor. If you can't see how fantastic he was in Tropic Thunder, Home for the Holidays, Less Than Zero, and Chaplin, as well as Good Night and Good Luck and A Guide to Recognizing Your Saints, I don't know what to tell you. He's very diverse. Of late, he's been churning out superhero movies and major blockbusters, playing a snarky genius in both Iron Man and Sherlock Holmes. Of course it appears he's overrated. He is playing the same (or a similar) character in each of those franchises. I also think you can't look past the fact that Tony Stark has completely changed in every Iron Man. His character evolution is in large part thanks to RDJ, who not only pushed the writers to show Tony's growth, but also portrayed it believably while maintaining the camp and debonair attitude inherent in Tony Stark.
As for Will Smith, he has had several turns in fantastic parts, including his first major movie: Six Degrees of Separation. He is an actor that can make difficult characters and scenes seem easy. He is always at least part Will Smith, but he does a good job of creating a character. In Ali, Pursuit of Happyness, Seven Pounds, and I Am Legend, his performances are very real, very difficult to endure. On the other hand, he can play comedy and action well. Bad Boys, ID4, and I, Robot are all enjoyable action flicks, while Hitch, MIB, and, of course, the Fresh Prince, are very funny. He is, in many ways, the black Tom Hanks.
Christian Bale may be one of the top five living actors. Like Will Smith, RDJ, Johnny Depp, and (to an extent) Leo, he has taken on a lot of blockbuster roles that are fairly limiting. But he is fantastic in nearly everything he's in, from Empire of the Sun to American Psycho to the Machinist to Rescue Dawn, the Prestige, and the Fighter, he transforms himself into his characters at LEAST to the extent DDL does, and in the Machinist and the Fighter, I'd say even more so.

I mean, he's a good actor, but the average person thinks Johnny Depp is one of the best actors in the world and can play anything. He's really not. He's good at playing goofy characters, but it's really hard for me to take Johnny Depp completely seriously.

Everyone sees Nic Cage as a joke and a punchline these days. I don't think he is (currently at least) overrated.

I just don't think any of those performances were that great. Granted I haven't seen Seven Pounds, so I may be wrong in that regard, but he just serves the absolute minimum on what the script and the director ask from him.

Sean Penn's overacting makes me cringe. He's universally respected, but I can't buy into any character he plays. I always feel like I'm watching Sean Penn ACT.

This is easy: Johnny Depp - There's no more overvalued actor in Hollywood than he.
Will Smith isn't an actor, he's an action star. Who EVER says Keanu Reeves is a good actor? He can't be overrated.
RDJ is also a star, not really an actor's actor. He does what he does well and gets the appropriate level of praise.
Anyone saying Bale is foolish. Gosling is too young.

I agree. Granted he has had a couple of good roles, for the most part he chooses to play a character who teters on the edge of emotional stability, most are borderline crazy. I would argue that it is easier to play a crazy person than it is to play a real everyday human being and make it feel real/emotional.
Hence the love for Brad Pitt in Moneyball. That role is unbelievably difficult to pull of the way he did

You know who confuses me, John Malkovich. I think he is really good but I haven't seen him in anything serious in awhile. Yes I just saw a commercial for Red 2.
