It's probably a USA Volleyball regional team.
You can't just sign up for one team, not like the result and just start playing for another team during the same season.
This is there to protect the other players, coaches and other clubs. Coaches can't transfer either, or club personnel.
Players and families know full well what the transfer rules are for joining these clubs, and forms are signed ALL the time. This isn't a case of their not knowing.

The other team that she would join is already full and the playing time of others that are paying for that team would suffer. The players on the new team only agreed to play for that team because they knew they would get playing time, the coach only agreed to coach that team because he knew he had the right balance of personnel to be competitive AND still have valuable playing time for each member, and the club offered this team for the same reasons as the coach.
The contract is there to protect each individual part of the equation, more importantly the other players already on that team.

So, the other team's parents paid for their girls to play. But that would be interrupted by this girl going to their team because she paid, but is not getting to play? Sounds like the money grubbing travel team pulled a bait and switch.
