The short answer is probably Andrew Luck but I think quite a few teams would give up more for Rodgers.

I'd say Rodgers would probably get more, as he's under contract for longer. Luck is not forced to resign with a team, and could only be a rental. It's debatable of he's a top 5 QB next year. It would be hard to justify a king's ransom if you're forced to use the tag on him for 3 years.

I think you can only sign up to a 6 or 7 year contract in the current CBA

I would say Luck since he still on his rookie contract & Rodgers is the highest paid player in the NFL.

I agree with 1 and 2, in that order as well, but #3 would have to be a QB. No good QB wins as few games as the Texans did. A single DE simply isn't nearly as valuable.
Hard to say who the 3rd QB is though, considering age. Peyton, Brady, and Brees probably only have a few years left each. Romo is 35. Rivers and Roethlisberger are 32, I think. 35 is generally the age most QB's really decline, so hard to see Rivers or Roethlisberger being worth that much. Who are among the next crop of great QB's in the under 30 crowd? Luck is the only one that is a sure thing.
