When will the 76ers make a free agency plunge?

At some point they have to start surrounding their young guys with some talented veterans. Will it be this offseason, the 2017 offseason, or later than that?

2016 Draft Picks:
Philadelphia 1st , Lakers 1st (top 3 protected), Miami's 1st, OKC's 1st

Best case scenario, Philly gets:
#1, #4, ~#25, ~#25

to pair with Nik Stauskas , Dario Saric , Nerlens Noel, and Jahlil Okafor. Scratching off Embiid, he's another Greg Oden.

That's still not a contending team without adding a high caliber guard + veteran depth, and I doubt they can convince Conley to sign this summer even with a max contract. When are they going to say, "We have enough young talent, let's go"?

No, but if they get two top 5 picks this summer, do they gamble and say they have enough to move forward?

Best case scenario and they get #1 pick and take Simmons.. Have to sign a legit PG and the team would be a playoff team in 2 years.

Stauskas has been a bust, I wouldn't count on him being in the Sixers future plans

Yeah, he's a scrub. Still, they have to make a move at some point. They could potentially enter the season with this lineup:

PG: Murray
SG: Stauskas
SF: Simmons, Grant
PF: Noel, Saric
C: Okafor

Zero depth, but that is a cheap and talented core with room to grow. If I were the GM, I'd take that roster and move forward. Trade the boatload of future 1st round picks for a high caliber veteran on multi-year deal (Lowry, Klay, Bledsoe, somebody) and then try to sign a big name in free agency (Conley, Horford).

But they have to establish that they are moving forward before anyone will sign with them, even with all of the cap space they have for offering max contracts.

The fact that they are still suck despite the multi year tank job is ridiculous. They shouldn't be allowed a lottery pick again until they make the playoffs

Meh. They are operating within the rules. Let them do their experiment. If it works, great, if it doesn't, oh well.
