What happened to 7 second delays on live sporting events?

Been watching the Knicks/Nets and I've heard loud and clear "woah bitch" and "that's a fricking something foul." What's the deal?

NFL doesn't have a delay either. Saints fans found that out after Ingram's touchdown.

There was definitely a delay for the World Series. We were outside wrigley and would here the crowd about a pitch before it happened on tv.
