I'm sorry, but its just not best for LA. It may not even be great for those states, either. Mississippi education sucks, so I suspect that it may not be best for them, either.
Louisiana has way too many 4 years schools and some need to be shut down or downsized so the main schools can be better funded. Unfortunately, Louisiana politics will not allow this as we all saw with the SUNO fiasco a couple of years ago

I'll just edit to say - not too many 4 year schools (except for obvious mergers like UNO-SUNO and the 2 in Shreveport). Too little discipline at the 4 year schools (curriculum overlap, needless grad courses at non-major schools, reluctance in working with community college, and, yes, too much general fund money spent on athletics v. student fees/private funding).
