Why would the state of Louisiana get rid of the New Orleans Bowl?

I really don't understand the point of hating on UL Ragin' Cajuns fans that are excited to be going to a bowl game.

Why would the state of Louisiana care about who wins a bowl game? And who would vacate it? The governor, legislature, attorney general? Or does everyone get a vote?
