I wonder why helmets aren't covered with a soft outer shell. It would have to be a lot safer and prevent injuries.

I have thought about this same topic many times and considered starting a thread. My hypothesis is that leatherheads would make guys tackle correctly or they die. You choose the ending

It doesn't matter if you "tackle correctly" helmet to helmet hits happen because offensive players lower their head

Good point. Though intentional head-to-head hits would disappear instantly with leather helmets or no helmets at all, the inevitable unintentional head-to-head hits would become, instantly, deadly.
