Looks more like Rudolph is trying to push him off the top of him when Garret is still trying to drive him into the ground. The fact he's pushing on his helmet lies with the fact Garrett was trying to drive his head between Rudolph's groin and the bottom of his rib protector. Watch it again Rudolph is pushing up not pulling Garret's helmet.
