The player allegedly "lifted his shirt, pounded on his chest and began barking" at the dog before heading onto the field.

Pennsylvania law states that it is "unlawful for any person to willfully or maliciously taunt, torment, tease, beat, kick or strike a police animal." Anyone found in violation of the law faces third-degree felony charges.

this seems ridiculous to take it that serious, but at the same time i guess they don't want to be responsible for when the dog attacks the taunter.

felony does seem a bit much, guy sounds like he was just being silly. (not my kind of fun though)

i would have imagined they would drop the charges..

Well they could just handle the situation if and when it happens rather than criminalizing every dumb but innocent behavior.

Investigating a football player for a testosterone laced action that didn't include violence as he prepared to hurl his body into a world of violence.. Sounds about right in today's world of stupidity

This is bullshite

Close friend of mine (extremely mild mannered dude) once gave a police horse a nice little pat on the rear in Ybor City. You would have thought he took a swing at a human cop the way they took him down, and beat his arse.

This is part of the reason why people hate the police.

Why the frick is there a K9 on the field in front of the Raiders locker room? Seems to me like the Pittsburgh PD is trying to intimidate the visiting team using city resources.
