Why do you ask about non-BCS schools then exclude the best non-BCS schools?

That's like asking who is the best Olympic swimmer, but don't include Phelps or Spitz.

Definitely ECU. VCU basketball and North Dakota hockey do as well.

Montana and Delaware are hands down the best. Delaware and Montana lead the FCS in attendance quite often. Delaware just announced plans to expand their stadium to over 32k and Montana just recently completed their stadium expansion of an upper deck. Rumors are that Delaware could be interested in CUSA or Big East. Montana's fan base is as rabid as they get. Wa-Grizz stadium is right on top of you. Rumors are that they are interested in the MWC or WAC. IMO they would be a nice addition to the MWC. Really its these two schools then everybody else.

The op is referring to strictly football which puts Memphis at the bottom. Way bottom.

Football Memphis isn't even in the top 50. Basketball Memphis is in the top 10 BCS or non BCS

No. They have trouble selling out their stadium even for the biggest games (last year vs. Utah). The stadium is undergoing some nice renovations so hopefully that'll help on selling out the stadium.

Utah has showed up more than BYU their last couple trips to Fort Worth.

Boise hasn't shown much outside of Bowl Games to my recollection (that should change this year).

Air Force and Navy numbers depend largely on if there is a base or large retired population wherever the game is being held (and there tends to be a lot of support by all branches whenever an Academy is in town).

I can honestly say that TCU road support was not very good until about 5 years ago. Their students follow and their alumni turn out wherever they play - It's just such a small school (@ 8,000 students).

ETA:

I'm speaking only of "traveling" fans, obviously.

Montana's Washington-Grizzly Stadium is intense. There are 25k fans right on top of the game. Thats probably why they have a 142-20 (.876) record at home since the stadium was built in 1986.

It actually looks like the field has been positioned to where the home sideline has more space that the away sideline.

Montana's stadium is unbelieveable. I go to at least one game a year and it's incredible. I can easily compare grizzly fans to saints fans in terms of sheer lunacy.
