it's not a rule in stroke play ... pga players chip/hit bunker shots before the long putt just about every time ...

You'll see them do it on Thursdays playing threesomes but Sunday afternoon they'll play furthest away.

Correct. In match play though, if you play out of turn, your opponent can make you replay the stroke. So, if you chip up on the green and go up to your ball and make the putt while your opponent has a longer putt, he can tell you to put it back and replay the stroke.
