How did Nebraska used to be a dominant football program?

How did they recruit kids from outside of Nebraska to go there?

They were on TV a lot back in the day, they had a great weight training program that used injections of Vitamin S, and they racked up a ton of wins back in the day against some programs that weren't on their level.
Now that they aren't able to recruit Texas as well their level of success has sunk down again.

Lawrence Phillips from West Covina, Calif.
Christian Peter from NJ
Conversly Amahn Green and Scott Frost both from Nebraska.
IDk, I just looked up 95 roster.

They recruited a lot of skill guys from Texas and Cali and a lot of front 7 guys from the midwest. They were were a powerhouse with a legendary coach, protected players and probably paid them as well.

like 4-5 schools got on tv back in those days. "national recruits" only really knew about the local university and those programs

The answer is simple but it goes back in the day. There were no scholarship limits. Nebraska could offer 200 students full scholarships. Anyone could.
The deal was simple: "You can go to Tulsa and play. Or you can come to Nebraska and be on the team, get a degree and say you played for Nebraska."

It was a lot less competitive back then. The Florida schools were just become relevant when Nebraska was already in rhythm and recruiting there. Penn State and Pitt were the only viable local options for East Coast recruits in the 70s. And UCLA, USC and Washington were largely the most competitive West Coast teams.
So it was easier for a team like Nebraska to go all-in in those recruiting hotbeds. Now they're just another team.

Yep, all of this, plus Osborne had some kind of system in bringing in 'walk-ons' that became All-Americans in 3 years- go figure! Crooked bastard!

While true, I think this is a little overstated. ND, USC, Bama, TX, FSU Tenn, Penn St, Michigan, and Ohio St. ALL got just as much or more TV time than Nebraska. Plus, in the 90s when they really hit their stride, they weren't on tv any more than any other top 25 school.
I really think the system and the strength program (yeah, I know--roids, but EVERYBODY and I mean EVERYBODY was on roids) is what separated them. If you look at their team, most of their linemen and defense were from within a 500 mile radius. They recruited skill players from Cali, TX, and FL and really all over.
THey were ahead of their time in their strength program. That coupled with a legendeary coach and system is what truly helped them.

let me put it this way....If Nebraska copied, to the T, everything they did back when they were great they couldn't come close to producing the results they did back then. they were masters at running the triple option, they had 5th year sr's on both lines of scrimmage and somehow (ahem) convinced stud skill players to play for them. and, their strength and conditioning program was probably the best in the country and also their lineman probably used steroids.
today, the triple ooption has been defeated, steroids are tested for and kids are not going to sign up for 5 yrs. also, the skill players go elsewhere.
