All they need to do is instruct the home plate up to hurry the relieve pitchers up. Put the batter in the box and start calling balls.

When the batter takes too much time out of the box instruct the pitcher to pitch and start calling strikes.

And while the are getting the umps back up to speed tell them to call strikes over the plate not off the plate and high, just under the letter strikes.

the one change I would like is to use computers to call balls and strikes.
I hate when umps give the outside past the plate to some dude who can throw balls to the mitt.
I hate when umps call a ball on a pitch down the middle, just a few inches below the letters, which is a strike in the rule book.

1. The time between innings is still too much. Does an outfielder really need to throw a ball around after sitting on a bench for 10 minutes while his team bats? Unfortunately, as long as commercials take up valuable ad space, it probably won't change.

2. Bring back the bullpen car. You can sell ads on it anyway.

3. Home plate ump needs to control the tempo better. Batting gloves don't need to be adjusted between each pitch.
