Points to a muscle tightness/strength/stability issue normally rather than anything torn usually. If so, he'll need some PT and add long term exercises and stretches to prevent recurrence.
ETA: I'm pretty sure a MRI will be needed.

Bielak competes his stuff just isn’t good enough. He throws hard but the fastball is flat, the breaking ball is nice but he doesn’t get chases out of the zone. He’s the literal definition of a stock RHP.
