Straight up best player is Matsuyama, but I don't think its long before he wins one. What you actually meant when you ask the question, probably Snedeker or Westwood. Now that Sergio has won though, I don't really think there's a guy out there that would make you say "damn how has this guy not won a major?"

Westwood and Donald are the only two players who have been number one in the world that have not won a major.

My point is he is a damn good golfer in the Majors... Not may people averaging a top 20 finish in majors over the past 8 years, with 8 top 10s. Not saying he was in "real" contention, but the question is who is the best on tour without a major win. My argument is that Kuch falls in that category.

He's definitely won 4 really tough/awesome tournaments. Fed Ex Cup Playoff, WGC Match Play, the Memorial, and The Players.
I'm not saying he's not a really good player, because he is, but I never really felt like he should have won a major, or really even had that great of a chance. Guys like Sergio, Phil, Monty, and Westwood have had those chances (included those guys because they've been given the "best player without a major" title)

I think he's one of the best, but Lee Westwood has finished in the top 5 for majors 11 freaking times. That's absurd.
