I have noticed this phenomenon in the past few years and do not get it. The most common example goes as follows:

1. Running back fumbles the ball on his way to the ground.
2. Refs blow the play dead with their whistle, ruling the offensive player's knee was down.
3. Defense recovers the ball
4. Defense challenges the call, and is awarded the ball

Why is this allowed?

I thought this was only allowed when here was irrefutable evidence that the Defense would recover the ball (e.g., no offensive players near the ball).

Why wouldn't it be allowed if it was a clear fumble and clear recovery?

It was added a few years ago to combat inadvertent whistles (remember the Ed Hochuli whistle?).

There is supposed to be a "clear and immediate recovery" is order for it to happen after the whistle. That leaves some interpretation.

Has to be a clear recovery by the defense.

Because one time the Chargers got fricked on an inadvertent whistle.

Because players are instructed to stop when they hear a whistle

But they're also instructed to dive on a loose ball. You see this happen all the time after whistles.

If it's questionable, they don't award it to the defense.

I've been saying this for a few years now. you teach OVER AND OVER to STOP at the whistle. Therefore you can't blame your kids for NOT going after a potential fumble AFTER the whistle blows.

ALWAYS CALL IT A FUMBLE AND LET IT PLAY OUT.

even if they would have recovered it, who's to say that they wouldn't have fumbled it on their way to the endzone?

2 rules I don't care for at all.

Offense going in to score. Fumbles the ought endzone. No one touches it. Defense's ball at the 20. They didn't even earn it. Give the O the ball at the 15 or something

3rd and 25. Qb drops back. Sensible holding. 10 year penalty. Automatic first down!!!! Why did the other 15 yards just disappear? Give them the 10 and replay the down with the 15 still attain.

10 year penalty.

Seems excessive if the holding was sensible.
