I currently plan to purchase a used car (Honda Accord, though I doubt that matters) at the end of the year. I was wondering if anyone could give me definitive information concerning which fees a dealer might charge are mandatory (and what are the norms/maximums), which are negotiable, and which are deal breakers. I've been unable to find Louisiana specific information on the subject.

The only thing not negotiable is the sales tax rate. That is assessed where you live.

They will give you this BS about how "everybody pays the doc fee or the title fee", but everybody doesn't.

Well if you want a title a title fee needs to be paid.

$100 doc fee- this can vary (negotiable but will pay have to pay some at least)
License fee-varies on sale price unless its a truck then its $112.
$15 notary fee
$4 temp tag
$10 lien recording (if financing)
$18.50 title fee
$10.00 inspection sticker

These are the standard fees.

Last month I bought a new car.

I paid for the car + tax + $100 for all that stuff.

Not $499, not $299, not $150.

Yep, negotiate that doc fee down and you're there. That doesn't change the fact that the other fees have to be paid.

Agreed.

I should've said everybody pays, just not at an inflated rate.

Had a sales guy on the OT claiming $499 was a great doc fee.

In some states...this is a great doc fee. Believe it or not.

I won't be buying a car in those states.

A dealer would have to show me a legit breakdown of the state-assessed, actual fees for me to believe it.

I still remember the ad valorem tax scam that all the Louisiana dealers ran in the late 80's/early 90's.

Had a Mazda dealer tell me doc fee was $400. Told him I wanted to meet the secretary that was getting that. He laughed. I walked.

I'd be inclined to bring my own notary just to watch them squirm over $15. Shame I can't notarize my own documents

IF an individual sells a used car, is he suppose to charge for taxes?

Yes.

The rate is determined by either the purchase price or fair market value of the motor vehicle. Fair market value is used when there is no stated purchase price (e.g., the motor vehicle is a gift). If the vehicle’s purchase price is less than $15,000, the tax is based on the age of the vehicle. If the vehicle’s purchase price is $15,000 or more, the tax is based on the purchase price.

In addition, there is a flat rate tax of $25 for purchases of motorcycles and all-terrain vehicles (ATVs), and $15 for purchases from certain family members, gifts to beneficiaries (not surviving spouses), and transfers in a business reorganization.

Sorry...read this wrong. No..the seller does not charge taxes...as he is not authorized.

You pay taxes when you register the vehicle at the DMV.

Coach, so a person buying a used but low mileage, almost new vehicle from an individual will not have to pay the individual taxes but will have to pay it at the DMV?

yes. Buying from an individual, all you pay him is the purchase price. Then you will have to pay the sales tax based on the bill of sale purchase price, taxes and title at the courthouse when you go to get your registration.

Correct. The individual you are buying it from is not an institute that can accept taxes. You will pay taxes on the book value set by the DMV.
