Family is expanding, and we are going to upsize the car.
I have been pre-qualified through capital one for 2.75% used car loan up to 40,000 (not spending that much).
Any need to look around further, or is that probably the lowest rate I'll find?

It's about as good as you are going to find. Someone might have 2.5%.

Piggy backing off this question, how legit are pre-approvals? I was pre-approved for a mortgage, I don't know if it carries any weight though.

I have great credit and these are the rates my credit union quoted me last week:
<3 year old car = 2.5
>3 year =3.75
<3 year old car = 2.5
>3 year =3.75
