Legal Uses of FEMA Flood Assistance Grants

A member of the family has been offered a FEMA grant. The amount is not enough to restore the house. If they sell the house 'as-is', is keeping the grant to offset the loss legal, or does the money have to be put back into the house and recovered on the sale?

Should be in the grant documents what it can be used for.

Some people got burned after Katrina for road home grants they used incorrectly.

There are some guidelines, but nothing addresses my question.

Is he required to keep receipts to prove how the money was spent?

Yes. But that's in case there is another disaster and/or you are applying for more benefits.

Depends on the grant type--there are many. Only way to be sure is to ask FEMA. One thing I can attest to is that they WILL come back and look for their money if it was supposed to be spent a certain way but was not.
