is an exact quote I've heard on more than one occasion....
I agree, and generally speaking those are terrible managers and bad work environments. Nobody leaves just because of a little money, its either enough money to make a difference in their life or its a better work environment.

Update on this. She got the job with the new employer. Offered her exactly what she makes currently. Only issue is healthcare is more than twice as much, but within reason.
Her current employer just came back with a counter offer which she never solicited. 6,400 dollar raise and a title change to be "assistant" manager. No real structure change though. Kicker is, it's a local government, so they said even though they will institute it immediately, the board will have to vote on if it will be permanent in September . Add in that the two supervisors above her have apparently been a little nonchalant about her taking another job, basically telling her good luck when she brought it up. HR is the one trying to get her more to stay.
She's accepted the other offer and hopefully enjoys going to work more. Thanks for all the insight. Made it much easier to not even bat an eye when they offered a little more money.

Literally the first words out of my mouth were, "what do they think you are Dwight Shrute?". She did not watch The Office, so that joke fell on deaf ears. I was looking around to see if anyone else caught on to how funny I was, then realized I was sitting home alone.....
