Does low energy prices have any effect on local propane cost?

20lb cylinder refills are the same price here than what they were last year. I don't know how Propane is produced, but I assumed low crude and nat gas would at least have some effect.

I recently paid $15.99 for a 15 lb refill at Home Depot - this equates to $190 / bbl versus current US gulf coast propane price of about $17 / bbl or breakeven fuel cost of about $10 / bbl. Makes me want to pay for that extra natural gas connection for my grill after all.

I never pay attention to prices for groceries and propane for my grill.

They do not. Propane prices have declined significantly, but the wholesale propane companies benefit from it, not the local consumer. Those prices are pretty inelastic.
