They had the shite sucker truck riding through Touchdown village two weeks ago, too cheap to pay a few bucks to dispose of it properly I guess.

It is probably just the grey water tanks... I highly doubt anyone would be stupid enough to dump black water. Grey water is the water from the sink or showers and it looks grey because of the soap in the water.
It also could be water from the fresh water holding tanks since they don't need the water and are about to leave.

I am surprised by this, not taking away pass, but someone actually dumping a holding tank. Now, there could have been some reason for this happening, like a valve breaking or kids fooling around and opening the tank during the game and nobody at the RV. Makes me think I will have to start locking all the cargo doors.
If this was done for the SC game, should not have been difficult to identify the RV dumping a tank since there were only maybe 5% of the usual RVs on campus.
I would be in favor of taking away the RV pass if someone intentionally dumped a tank.

Agreed.
No owner is going to dump his tank in this manner. The mess alone would prevent that.
