My guess as well. This is a way to give the returning players their moment. I'd be surprised to hear of anyone leaving besides the ones we already know.

My understanding if you declared you have three days to change your mind, if you didn't hire an agent.
However if you didn't declare, you missed the deadline and will be back in school. Correct me if this is wrong.
I doubt few change their mind in the three day window.
