Yes they can. LSU has billboards of Eric Reid all over the state, promoting the Love Purple, Live Gold.
I don't know whether that Anthony Davis thing is legit, but it's certainly allowable. They can't promote outside entities, but they can promote the school.

hmm true about the Eric Reid ones. Never saw one. I didn't think they could prominently display them like that but whateva. Maybe it is real then.
