Do the 3 additional bonus points apply to philanthropic points and/or your priority points?

both...the only difference between Philanthropic and Regular is that money associated with tickets does not count for Philanthropic.

What about a parking pass? How many points or how much money do you have to donate to get a parking pass?

To be able to get on the list for a parking pass you have to donate a minimum of 500.

From the TAF website -
2 . Are all TAF donors eligible to purchase parking permits?
Only TAF donors whose combined annual contributions exceed $500 are eligible to purchase parking permits.

I'm around 2700, got on the list ($10 fee!) and was "awarded" a pass. In front of the Natatorium in the grass lot. We tailgate in Touchdown Village, so I let them go.

how much do I need to donate right now or over the next 2 years to get 4 seats piggybacked or next to each other in the chairbacks preferrably on the west side?

My wife and I were talking about just biting the bullet and doing it as we both want to donate anyways as we love the school.

I'd rather give the money to a school or it's booster club than to any professional team for it's "seat license" which is what the tradition fund really is when you boil it down.

we will be donating to the school also but i wanna know how much we have to donate to TAF to get the seats i stated above.

and TAF fees are not professional liscensing fees. all the money goes into athletics and they also donate a couple million to academics each year.
