He does but it is not that simple. Firing for cause for behavioral issues involves a process described in his contract. It is pretty std stuff. LSU has to notify him in writing regarding such behaviors and meet with him regarding expectations etc. LSU has to do this in a timely manner and cannot let it just stack up and then hit him with a termination. So the key is if they have been doing this or not. Also LSU would have to prove his behavior is preventing him from executing his duties or financial damage to the institution.

Part of me wonders if Woodard is hoping by keeping him on the water gets hotter and hotter and eventually O boils over and does something wild like Woody Hayes hitting an opposing player

Even guilty people have rights to do process. LSU has to wait for the investigation to complete, unless they have other concrete evidence they can act on.

Seems to me these coaches that take these big contracts should be held to a standard of winning. That is what they are paid to do.

Yes, the actual reasoning for cause isn't the issue. It's him making a big fuss after the firing that we'd have to worry about. He'd get a good chunk of his buyout to avoid that, and to cover the likelihood of him actually winning any lawsuit.
I've heard settlements described like this: what's the likelihood of him winning a judgment against you in court? Whatever that likelihood is, that's what you pay him as a settlement. If you give him a 10% chance, you offer him 10% of his buyout. 50%, you offer him 50% of the buyout, etc.
I'll admit I'm not a lawyer so I'm not sure how realistic that is but it makes sense.
