It's quite easy to fill any balloon with a non-pressurized liquid:
Place liquid in an empty water bottle.
Inflate balloon with a volume of air greater than the volume of liquid.
Twist the balloon neck to prevent air escape.
Place the end of the balloon over the mouth of the water bottle.
Untwist the balloon neck.
Invert the bottle/balloon.
You now have a balloon full of liquid and a bottle of air.
Tie balloon.
Throw said balloon.

I think the rumor of piss balloons started after years of stories evolving.
I have been told that back when students lived in Tiger Stadium, they used to piss in buckets and pour them on opposing teams fans. Maybe from there it has evolved from buckets to balloons.
These are the only accounts I have of any piss related incidents from LSU fans that I've ever heard, and I've never seen it happen.

I've discovered that the best way to weaponize my piss is not the oft mentioned balloon, but rather a condom. Much more elastic and already a little bit stretched out.

We give out instructions for making a piss balloon making kit. Virtually mess free. Just wear rubber gloves when deploying on Barners.

The only incident I have ever seen in Tiger Stadium was during a Mississippi State game when the Bulldogs took a 3-0 lead at the begining of the game. A MSU fan went absolutely nuts, started yelling smack, wouldn't shut up... and an LSU fan sitting right behind him "accidently" spilled his beer on the guy. That caused a huge reaction from the MSU guy, and security came and got him, escorted him out of the stadium to the cheers of all. Final score was 31-13 Tigers

As a visiting fan for many games I've never seen this. I've had beer, food, cups thrown at me but never hit with a liquid that smelled like piss.
Not true either. I stopped going to LSU-Bama games period after 2007. What people miss is that the incidents don't happen IN the stadium. People are referring to outside the stadium during tailgating. LSU is the only campus where we had to stop walking around the campus before the game due to harassment. If I have to listen to my myself and family get verbally attacked for a bowl of gumbo I don't want it. Never had it offered anyway and I've never said mean word to any fan anywhere and for sure my wife and kids haven't. I just stopped going to the game no matter where it was. That was the only solution. But the incidents people are referring to are outside the stadium. If the security saw these things inside the stadium you would be escorted out but outside you can get a way with it. You get hit and as we tell each other, just keep walking, don't start any trouble. Again, this is outside. Inside the stadium is the greatest atmosphere in college football.
